SOCIAL SECURITY SYSTEM IN ANDORRA

http://www.cass.ad

. Article 2 of the General Regulations of the Andorran Social Security system establishes that two distinct social security regimes are in force : a specific regime for health insurance and another regime for old-age insurance. All salaried workers in the Principality must pay contributions to the Andorran Social Security Fund (CASS).

. Social security in Andorra is based on a points system. This means that the insured pays contributions towards his/her old-age pension and on reaching retirement age will receive a pension proportional to the number of points collected. The amount of the retirement pension consequently depends on the category of old-age pension contributions chosen by the insured.

. Part of the contributions are withheld from salary and another part is paid by the employer.

Health insurance covers the risks of illness, pregnancy, accidents at work, disability and death. The insured must arrange for medical consultations, which will be refunded afterwards.

. An old-age pension is paid to those covered by the insurance from the age of 65.

. In case of an accident at work, the Andorran Social Security Fund will calculate the average salary based on the 6 most recent salaries received before the accident. Duing the first month of unemployment employees receive 50% of the average salary calculated. From the second month onward they receive 66% of their salary. All medical expenses are paid for by the CASS.

Citizens of the Benelux, the German Federal Republic, Denmark or Slovenia, whether tourists or residents of the Principality of Andorra, should note that they are not eligible to benefit from European arrangements (form E111), coordinating Community social security provisions, as Andorra is not a Member-State of the EU. So the EU citizens will pay all the invoices for health problems in Andorra before asking their social security to reimburse them.

So far, Andorra has only signed administrative social security agreements with France, Spain and Portugal.
